Clara Chiu is the Director of Licensing and the Head of Fintech unit of the SFC. She is also an ex officio member of the SFC Fintech Advisory Group.

Clara oversees the SFC Fintech Contact Point which handles enquiries from Fintech companies. Further, being the Head of Fintech unit, Clara formulates policy initiatives and drives regulatory reforms. Clara also supervises teams in processing and approving licensing applications, including applications submitted by Fintech companies, in her capacity as the Director of Licensing.

Clara is a qualified solicitor in Hong Kong, and England and Wales. Prior to joining the SFC, Clara worked in international law firms and her main practice areas included commercial litigation, and regulatory advisory work. Previously, Clara also worked in the Intermediaries Supervision Department of the SFC leading teams on inspections, policy and regulatory reforms.

Clara is also a Director of the Hong Kong Securities and Investment Institute (HKSI) and sits on the Executive Committee, Audit Committee and Remuneration Committee of HKSI.
