Dr. HE Jie

Mr. He graduated from Nankai University, one of the leading research-oriented universities in China, and was awarded a Doctorate Degree in
International Finance. Mr. He has in-depth knowledge and rich working experience in financial sector, especially focusing on capital markets and macroeconomics. From 1989 to 1992, Mr. He served as a research fellow focusing on the economy of Taiwan at Nankai University. From 1992 to 2016, Mr. He worked for 25 years in the Shenzhen Stock Exchange (SZSE), one of the top three stock exchanges worldwide in terms of trading volume. During that period, Mr. He was
successively in charge of the Research Planning Department, the Membership Supervision Department, the Policy and Legal Department, the Training Center for
Venture Enterprises, and the SZSE Research Institute. In 2016, Mr. He was appointed as the Deputy Mayor of Futian District, the financial district of Shenzhen (equivalent to the City of London). During this period, he formulated the first policy framework supporting the development and innovation of FinTech in China, constructed the first index tracking the performance of FinTech companies listed in SZSE; issued social impact investments supporting measures and initiated the execution of the “Xiangmi Lake Consensus” (The Consensus of Global Impact Investment). He also gained attention from United Nations Development Programme(UNDP), which hopes to co-develop demonstration work in terms of sustainable finance in Futian District. In 2019, Mr. He was appointed as the Director-General of Shenzhen Municipal Financial Regulatory Bureau. Under his leadership, the Bureau has innovatively solved a series of significant problems in the risk governance of internet finance, and provided valuable “Shenzhen Experiences” for peer cities in China. Mr. He also led the Bureau to launch the “Shenzhen-Hongkong-Macao FinTech Professional Programme” (SHMFTPP) together with the Hongkong Monetary Authority (HKMA) and the Monetary and Foreign Exchange Authority of Macao (AMCM); facilitated the establishment of the Digital Currency Research Institute of the People’s Bank of China, the Baihang Credit (the first and only one market-oriented personal credit agency in China), and the first National FinTech Evaluation Center. Mr. He commissioned the task of forming the “Shenzhen-Hongkong-Macau FinTech Alliance” and the “Angel Fund Investors Alliance”, which have further enhanced the FinTech ecosystem in Shenzhen. In addition, Mr. He currently serves as a research fellow of the Financial Research Center of the Counsellors’ Office of the State Council. He is also a
member of the standing committee of the Guangdong Provincial Committee of the Chinese People’s Political Consultative Conference, the Chairman of the
Shenzhen Municipal Committee of the Revolutionary Committee of The Chinese Kuomintang, and an honorable adjunct professor at Harbin Institute of
Technology.
