Mr Kee Rui Xiong is Executive Director (ED) and Head of the Corporate Finance & Disclosures Department (CFD) in MAS, which regulates the offering of securities, business trusts and collective investment schemes (including real estate investment trusts (REITs)), the conduct of takeover and merger transactions, and the Singapore Exchange as a listed entity. He also oversees the supervision of corporate financial advisers and credit rating agencies, and coordination of the regulatory approach to sustainability issues, including sustainability disclosures, across the Capital Markets Group within MAS.

Prior to this role, Rui Xiong was the Executive Director of the Reserve Management Department (RMD), which is responsible for the management of Singapore’s official foreign reserves. He previously headed the Global Macro Division within RMD, working on the MAS portfolio’s strategic asset
allocation, as well as on FX and liquidity management. Rui Xiong has managed US, European and Asian bond portfolios in other prior roles in the department.
