With numerous roles held in the financial sector in Vietnam, such as General Director of Vietnam Debts and Assets Trading Company and Chairperson of the Board of Directors of Vietnam Development Bank, Mr. Luong Hai Sinh has extensive experience in the banking and finance industry. He graduated with a master’s degree from the Foreign Trade University of Vietnam and an MBA from the University of Sunderland (UK).

Mr. Luong Hai Sinh is currently serving as Vice Chairman of the State Securities Commission (SSC) by the appointment of the Minister of Finance in February 2023. His responsibilities are to assist the Chairman in managing securities companies and securities investment fund management companies in Vietnam, as well as to manage and supervise the SSC’s Legal Department, Securities Research and Training Center, and the Securities Review.
