Jutaro Kaneko

Deputy Commissioner for International Affairs at the Financial Services Agency

Since July 2024, Jutaro Kaneko has served as Deputy Commissioner for International Affairs at the Financial Services Agency (FSA) of the Government of Japan. In this role, he represents the FSA in various groups of international standardsetting bodies, including the FSB, IOSCO (Fintech Task Force, among others), OECD, ROC, INFE, CPMIIOSCO, and FinCoNet. He is also a frequent speaker at international seminars and forums on Japan’s financial policy.

Prior to his current position, Mr. Kaneko held a number of senior roles at both the FSA and the Bank of Japan, and served as Chief Representative in Brussels for the Japan Center for International Finance, a governmentaffiliated think tank. He was CoChair of the ASEAN Plus Three Finance Process (China, Japan, and Korea) Task Force in 2020 and 2023.

Mr. Kaneko holds a Master of Laws (LL.M., magna cum laude) from the University of Cologne in Germany and a Ph.D. in International Studies from Waseda University in Tokyo. He has published extensively on financial policy through journal articles, book chapters, and academic reports. He also teaches EU law on a parttime basis at Hakuoh University.
